Please check whether your client is a 'worman' as defined under the Industrial Disputes Act 1947. If not, you cannot initiate any action under the Industrial Disputes Act. Please specify the documents which were produced by your client to you which made you conclude that he is entitiled to the claim he is making.

I presume that your client is workman under I.D.Act 1947.If your claim is based on some undisputed rules,which entitle your client to receive travelling allowance, then you can file claim under Sec. 33(C) (2). of the I.D.Act.Of course you have to file vakalatnama ,but there is no court fee.Further you have to make payment for process fee ie.sending notices to opponent.If you have further doubts you can seek help from Asst.Registrar of the court where you intend to file the case.
